Who should I refer them to?

Careful. I was likely programming from "above Cayuga's waters" in 
CORC/CUPL before your parents even met.

I was first paid for writting code 64 years ago.  After 7 years of
programming -- including some software for the Voyager I satellite
before it was launched -- I became a software test engineer, testing the
software used by the U.S. military to fly its earth-orbiting satellites.
 I retired 23 years ago and found retirement is the best work of all.

NO, not everyone has a smart phone.  My wife and I have
"dumb cell phones" and a land-line.  Neither of us can
handle QR codes, reply to text messages, or have any
kind of phone-based Internet connections.  We have no APS
on any phone.  We can send and receive photos only
through our desktop PCs.

In your message you say "refer them" but you could have meant refer the
messages, it's not clear, whom do you want to refer to whom about what?
What were you doing to get the message? you may have clicked on a link
from a search engine which is no longer valid. Who knows?

I get that often with both SM and FF.  I suspect that those websites are 
made for Edge browsers and Win 11 or cell phones only.
You can try email and phone any contact you can find but it won't do any 
good.  A cell phone can connect to them just fine but my several 
computers can't (that include W7, W10, and Mint).  OTH, it could be ATT 
that is bad.  I sometimes suspect it's my ATT dynamic 172xxx address but 
they won't give me a new dynamic address to find out.

That gives me several ideas as though they are a volunteer group, they 
are government funded, Also we have a local respected tech school. This 
would make a good extra credit assignment.
