Shortcuts disappeared, all four rows.  I cannot add a shortcut, it
will not display.  I can go into About:config. there they
are....browser.newtabpage.pinned.  I re-installed FireFox, that didn't
work.  Any ideas on how to make repairs?

System Restore is crap. IMHO you're better off making your own backup
image. I use Macrium Reflect v8.0.7783.

Is the OP referring to the icons that are on the Foxhome page?  You can 
add icons for the URL that you frequently use.

In the Settings, Home you can do a lot to configure the Foxhome page, 
including changing the number of rows that you have for the above icons.

What "ShortCut"? Firefox has bookmarks, not shortcuts.

You don't need to do anything special. Just go to
Tools >> Settings >> Home

and look for this:

I have disabled it but you can enable it by checking the box.

Tools > Settings > Home and startup > Home page > (New windows) and
set pulldown menu to: "Firefox Home" > just below that, slide the
radio button to "on".
