The smaller browsers I use: Dillo, Links, etc., have been getting
blocked by CloudFlare for years. They require Javascript and if
your browser doesn't support it (or maybe doesn't support it well
enough in those newer cases), tough luck. You just get a page
saying something like "Enable Javascript and cookies to continue".

Usually I skip such websites. Sometimes I view the archived copy on
the Wayback Machine, or if it's not there use archive.is to save
single pages (slowly) then view them there. Sometimes I grumble to
myself and resign to starting up Firefox to use it instead.

Are you talking about when users visit their website or are you talking
about when people use their free dns service (1.1.1.1). I'm using their
dns service but I'm not using any of the "smaller browsers". I mainly
use Edge and/or Chrome and occasionally FF (old versions because I
haven't bothered to upgrade).

Neither. It's about the checkbox 'Verifying you are human. This may take
a few seconds.'

I can confirm SeaMonkey (crossposted). So annoying!

Key points:
* CF forces client to have JS enabled
* the CF JS breaks in SM 2.53
* you may have some success by toggling View>Use Style between None and
Default to reveal an "I am not a robot" checkbox hidden in an otherwise
invisible IFRAME
* changing UAs will have no or minimal effect since CF is exercising the
browser's JS to decide whether it's wearing trainers.

One possible solution is to send a postal letter (i.e., vis the U.S.
Postal Service) to the owner of an affected Web site. Indicate that
CloudFlare is preventing as much as a third or more of potential
visitors from accessing their site. If the site is owned by a
for-profit business, they might take seriously the loss of a significant
potential customer base.
