Microsoft tends to remove old versions from its servers, so they are no longer available to the general public. People with a Microsoft subscription can log in and download almost anything. In fact, I know they can download Windows XP as well! In my case, I used the MCT (Microsoft Media Creation Tool) to download an exact copy to match my English version, which is always a smaller download.
