Some policies use multiple registry settings, and it could be
some weird "half of a policy" left behind somewhere. The items
below give you some places to look. The "gpedit.msc" though, should
display intact entries.

Or, you could try this, and see if "you are in control" and it is set
to an older version of the OS. This can deassert control or, assert control
for a later date and item.
