I checked this out. It turns out that FreeLaunchBar is not needed
and I'm not sure what it does. I'd just seen it mentioned with
Explorer Patcher and got the impression that both were needed.

Install EP. A context menu shows up on the taskbar context
menu.

Adjust Taskbar Style there to get the Toolbars menu item back.

If you reboot you should see an updated Windows context
menu with "Toolbars" at the top. You can now set up QL. Once that
menu is showing, you can still get the EP menu via context menu ->
Properties.

There are also other options available.

The taskbar size setting is
HKCU\Software\Microsoft\Windows\CurrentVersion\ Explorer\Advanced.
Value: TaskbarSi (dword) Data: 0, 1 or 2. I'm not
sure of the values. I think it's icons at 16p, 32p, or 46p. I started out
with small icons but an oversized taskbar. When I used this setting, set
to 0, it fixed the size. Explorer Patcher might also have that option.
I didn't notice.
