That's ridiculous.  All but one of my devices take as much power as they want, presumably limited by the power supply by the voltage falling a bit when they try to take too much.  One of my devices only takes 500mA from a 1A supply, but 2A from a 2A supply.  So either it's being OCD and wants some handshaking first, or it doesn't have a 1A mode.  Pretty annoying as it consumes 500mA when running, and you can't charge it without it turning on the display to tell you it's charging, so on a 1A supply, the battery doesn't charge, it uses all the power it takes to tell me it's charging.

YouTube is getting sorta insane with ads these days — maybe he saw an ad
and got confused?

I actually WATCHED the add for a new conversion kit to make one's bike 
electrified!

I ALSO watched the bright light add-on for Android 'phones!

I had a different ad, but it made sense that what I described *might* be
happening and had led to the confusion. Thanks for verifying. Seems almost
certain now.

YouTube has changed how they work with ads over the last few days. For
example, the in-view ads now show for not just 10 minute videos but also for
8-minute, but also seems they have pushed more ads at the start. Now it is
more likely i will just download videos I want to watch. Of course that means
the content creator does not get their ad revenue, but as the ads become more
and more obtrusive that is what YouTube is promoting. I certainly have no
issue with anyone bypassing ads for MY videos.

Yes, or at least I think so. At the very least you get fewer ads. But I 
have no issue with people getting ad money, just get it when folks want 
to bypass any ads on my videos.

Back to the original question: Back when USB 2.0 was what was available, 
some devices like external drives needed more power than a 2.0 port could 
provide. Y-cables were sold that would plug into two USB ports, one a full 
commection with data and power, and the other power only. If one connected 
the power only plug to the USB port, and the other end to the device 
needing power, you would accomplish what you wanted.

it was true for nearly all spinning drives, which need more than 500ma
for spin-up, which is one of two reasons why hosts started to source
~1a, the other being the ability to charge smartphones and tablets at a
reasonable rate.

I saw them a long time ago.  Perhaps newer drives use less?  Nowadays a 2.5" drive seems to have one USB plug, and a 3.5" drive has it's own wall wart.  Not sure why they didn't start using double plugs for the 3.5" ones.  Maybe they use even more than double?  To answer my own question, I just looked at an old Western Digital Caviar Green (as in low power) 3.5" drive (ok it's old so maybe they're lower power now), and it needs just over 2 amps when being fed with just 5 volts (not sure if the label refers to continuous or max usage).  It uses 12V too, but I converted it, assuming a 100% efficient voltage convertor in the box.  So I guess if you used USB 2 (which for some reason they continue to put on modern computers), you'd need 4 ports.

nope. it's because usb ports now source higher current for bus-powered
drives as well as recharging smartphones, tablets and other
accessories.

because that would never work, at least via usb, and 3.5" drives are
usually used in a permanent setting, where bus-power is not needed.

USB2 ports come in "stacks of two". They're numbered in pairs.

In the "config space" of the USB2 device, are some declarations.
A device may seek to define itself as a "high power device".
The declaration says "500mA".

The Alcatel "Frog Modem" was an early example of a violator.
While performing Internet functions, it drew 530mA.

The electronic identifier, has nothing to do with "enforcement".

Intel wrote a white paper on the topic, telling designers
to "not be policemen". The purpose of the fusing, is
to prevent copper tracks or electrical connector pins from
being burned.

Apparently they can take more of a load than the 500mA.

A typical Asus brand retail motherboard is like this.

What this means is, if a Toshiba 2.5" hard drive that runs
off 5V and the USB bus, starts to spin, it draws 1.0A for
ten seconds. The fuse holds. It holds as long as two drives
aren't plugged in and spinning up at the same time.

Hard drive power consumption (for the motor) drops once
accelerated up to speed.

However, not all hardware works this way.

In laptops, Polyfuses would overheat, because there is no airflow.
In laptops, a "silicon policeman" is used. It's a dual channel
protection device, in an 8-pin DIP package. It isolates VBUS
with a MOSFET. If more than 500mA is drawn (say, 501mA), the
fuse opens instantly. It isn't a pokey fuse like the Polyfuse.
This makes laptops "brittle" when it comes to USB2 drives.

The Y cable was invented, so the second head would carry power.
On a laptop, they were hoping the current flow allocations would
add nicely. But that's not exactly what happens electrically.

The situation for 2.5" drives is hardly ideal. Available power
can be marginal in some cases.

they could easily have used a 1.1 for *each* port if they
wanted to. But you know how cheapskates are. They're cheap.

One dick-head designer, put *all* the 5VSB loads on a motherboard,
on a single fuse. PS/2 connectors, Parallel Port, USB ports,
all sitting off *one* fuse. Just to save some pennies. Imagine
how happy the customers of that board would be... His fellow
designers do not agree with that approach. That's why nobody
else does that.

The hard drives could all have been given barrel power
connectors, with a proper circuit for switchover. But it's
the usual story: "the other guy should fix this, why should
I fix it?".

There are occasional boutique designs, which go overboard.
For some of this style of problem, some enclosures had
a "booster circuit" which stored up power in advance before
spinup, then there are more "local amperes" to finish the
spinup phase. Seagate did this for something a couple years ago.

It's a topic of constant amusement. Bad engineering, that never
got fixed over the years. It doesn't have to be this bad, really...

Why should customers have to be exposed to these topics ???

interchangeable .
