I first looked at Chromebooks seemingly years ago, and never looked again.
o What does a Chromebook do that a similarly cheap Windows laptop doesn't?

Is there any advantage to a Chromebook over a cheap Windows laptop?
o For example, Windows easily runs Android apps (under emulation).

The most basic question to ask, when functionality is key, is:
Q: What does a Chromebook do that a similarly priced Win10 laptop doesn't?

For one thing, the Chromebook will RUN while the cheap windows laptop 
will crawl.

Speed isn't functionality, IMHO (at least not directly).
o FUNCTIONALITY is the ability to "do something" useful.

I get that you're intimating that a linux-like OS isn't overbloated, but
the question about FUNCTIONALITY is pretty much not being answered as yet,
from those who know Chromebooks.

I'm asking about app functionality
o Speed isn't functionality.

What I'm asking is what you can DO that is different.
o What can someone do on a Chromebook that they can't do on Windows?

I'm asking about the functionality, which is what computers are all about.

Some people claim the Chromebooks are more functional, but I haven't seen
_any_ evidence of the basis for that statement.

I am NOT saying Chromebooks are more or less functional (as I don't know).
o All I'm asking for are basic facts about functionality differences.

slow that you can't do something, then speed impacts functionality).

I picked up a handful of the these 8GB RAM HP 14-inch Windows 10 S Home
laptops for $250 each a while back (some kids were heading off to college
where I'm the family electronic gifter).

Wow. The price went up though.
o On this group, other people noted Covid PC prices have about doubled.

Nonetheless, it's what I would consider a "cheap laptop" that is perfectly
serviceable, and which I would use as a Chromebook comparison laptop.

You save about $50 (in general) when it's Windows 10S, which, if you don't
know, is almost instantly converted, for free, to Windows 10 Home.

The nice thing about "Windows 10 S", for me, is that it saves fifty bucks!
