	FWIW, any OS will fall to malware under these conditions. XP
has absolutely nothing to do with it.
	If I was the Australian government, I'd just install Linux.
Upgrading all that old hardware for a newer OS will do nothing to
mitigate the risk, and the cost would be astronomical. (Nor would
installing Linux, but at least the costs would be much smaller).

	Well, it worked for all the free public internet booths here.
Until some governors decided to replace it with Windows. System has
been down in Sao Paulo for a month. You take the bribe, you pay the
price.
	How "bright" do you have to be to use a browser, email,
OpenOffice, a PDF viewer/generator etc and press a print button when
you need a hardcopy of anything ?
	PS Linux system ran on a bootable CD, was rebooted whenever
someone had finished with his/her terminal. No
keyloggers/malware/password utils survive a reboot.
	The hospital I worked at also used Linux. Secretaries and
nurses were "trained" by looking over someone's shoulder when they had
nothing better to do. Zero cost.

Bollix. You dont have to spend a lot of money training "everyone". You may have 
a fair amount of training to get a limited number of IT personnel to install 
Linux with the right software (where a lot of differences from Windows tend to 
show). Get a XP lookalike Linux distro. With WINE installed. When up and running 
training should be minimal. 


Anyway the original story smacks of FUD - the upgrade right now or else dreadful 
things might happen line of thought. XP can be tweaked. Disable floppy, USB 
sticks etc if need be. Reboot after each login. Non admin users to have their 
profiles reset to an initial configuration on login. I may be corrected but if I 
understand rightly XP is capable of being tweaked to restrict executables from 
being run outside of administrator's folders. Windows7 IME does have that 
capability. No need to upgrade to Windows 10 with its datamining
 EULA.

	Linux is just the Kernel.
	I'd choose a DIST with a good repo of apps and a good
reputation. Then choose Desktop environment and apps according to my
needs/hardware.
	Probably Debian. Though Murdoch's death (murder ? - no autopsy

Personally, I use Fedora but I'd never recommend it to a beginner.  My 
suggestion is to experiment with various flavors of Ubuntu from a LiveUSB 
and see which one you like.  The only difference between them is the 
Desktop Environment, or DE; under the hood they're all the same thing.

I was  KDE man at one point, but since they screwed up the application
menu starting in KDE5 (or Plasma5 or whatever they hell they are calling
it now) I can no longer recommend it.

Does it allow immediate access to the menu applet via the keyboard
without using the mouse?  In other words, once the menu is activated,
will hitting, say, the "D" key highlight and open an item beginning with
the letter "D"?

KDE5/Plasma5 changed this, forcing the focus into a useless "search"
field, requiring mouse intervention to use the application menu.

Yes. You can open the menu with e.g. the Windows(menu) key and enter a
letter or letters (in the menu's search box). E.g. "wr" takes this
user to LibreOffice Writer and USB Image Writer, "lib" to GtkOrhpan,
LibreOffice Writer and LibreOffice Calc. The latter selection looks
wrong, but the search box entries include words in the Comment section
of the menu's launcher properties. I rarely use the menu search box,
so it doesn't really bother me (but perhaps I'll look for a way to
limit the selected menu entries to application names).

I prefer ConfigurableMenu (an alternative Cinnamon menu applet) but
it's not compatible with Cinnamon 2.8.x, so I'll have to do without it
until there is an updated version. Unfortunately, third party applet
updates often lag way behind Cinnamon's development.

Unless something's changed recently, the current Mint KDE is still using 
KDE4. Not sure what they plan on doing for the next build on Ub 16.04.

Yeah, Fedora always goes for the latest and greatest. Clem (the Mint 
developer) is all about stability, functionality, and polish. We need 
both, but I prefer the latter. I've had enough excitement for one lifetime.
