Call question

Perhaps it depends on the company, mine is Tracfone (no problems for many 
years) but lately I've been getting a fast - beep, beep, peep and then it 
hangs up - when trying to place a call. Number doesn't ring. When this 
happens the cell doesn't ring when called. If I turn the cell phone off and 
back on it often then works normally. Normally the phone is turned off - I 
mainly use it for emergency outgoing calls. I've just seen this the past 
few days. Any ideas? 

I emailed Tracfone with much the same question but only was told to call 
their customer service. No answer to my question. The problem went away for 
a day or so and I haven't had time to call them - and wait on hold - since 
it returned.

I suspect the cell tower system, not my phone?
