A lot of the ISS water gets recycled, but solid waste recycling would require a very hefty amount of physical reprocessing plant, which is mass that is very expensive to lift to orbit. And there is also the problem of air pollution in a spacecraft environment and/or disease transmission. A lot of the waste cargo is also from packaging, which again would require mass devoted to recycling of, e.g., plastic. Thanks. I had a bit of a "Duh!!" moment. At the ISS they are doing experiments with plants.
