The key phrase above is "on Earth".

A lot of the ISS water gets recycled, but solid waste recycling would 
require a very hefty amount of physical reprocessing plant, which is mass 
that is very expensive to lift to orbit.  And there is also the problem of 
air pollution in a spacecraft environment and/or disease transmission.

A lot of the waste cargo is also from packaging, which again would require 
mass devoted to recycling of, e.g., plastic.

As they already have an empty cargo vessel with no other use (no re-entry 
shield, for example) they just put the waste inside and let it burn up.
