Keyboard layouts in Mint are a mess. I have a similar problem when 
running a Mint live session: no matter what option I choose in keyboard 
layout settings, it keeps using US qwerty instead of BE azerty.

The only quick solution I found is to type

setxkbmap be

in a terminal, that immediately fixes it. Don't know if that'll help you 
on an installed version though.
