They are two separate things. Most distros default to using a US keyboard, regardless of the locale setting. (I discovered this when trying to translate PC keypress hardware scancodes to GTK+ key definitions.) Normally the distro is set to use the keyboard file "/usr/share/X11/xkb/symbols/zz" where the 'zz' indicates which keyboard configuration file is being used in your computer. In most cases with distros defaulting to the US 102-key keyboard, the 'zz' is just 'pc', but it also might well be "/usr/share/X11/xkb/symbols/gb" The directory "/usr/share/X11/xkb/symbols" contains about 120 sets of keyboard definitions.
