I never said it was, but it might be. For instance would it be oppressive for the police to give you a penalty every time you broke an law, whilst not doing so for others. For instance if you got a penalty every time you drove 21mph in a 20 mph zone? It is clear that many members of the black community believe they suffer oppressive behaviour from the police even when they are law abiding.
