Why does this man refuse to comply with legitimate police 
instructions?  Does he think he's allowed to break the law if he 
remains polite?

Almost every altercation with American police which ends badly 
starts with defiance or non-compliance.  Another example is this
motorist breaking loose and trying to get away from armed police. 
The cop was wrong to shoot but the man created the situation.
