I know that was tongue-in-cheek, but they kind of do ... when I 
purchased my first android device (Nexus One) I setup a new google 
account just for it, and kept an older account for use on PCs.

But it didn't take long for them to start offering the phone's account 
to login to other google websites (I always assumed they matched via the 
shared public IP addresses of my home wired/wifi network).  It would be 
slightly different if multiple people lived here.
