There are several beam splitters between accellerator and targets, and there, the beam bends. If the beam hits the beam splitter, it will quickly heat up, and become radioactive. Not a good option. AFAIK parts of the accelerator in Garching had been shut down for maintenance in the past, but never everything, and therefore, the control system always was active. That doesn't mean all nodes were active; and all parts are redundant.
