That’s because outgoing works before incoming
works with the ported number that happens later.

That mangles the real story. That isnt the reason for the difference between
speedtest.myrepublic.com.au and speedtest and speedtest beta.

There is certainly a coexistence period of around 18 months when the signal
levels used by the node are half what they will be once the coexistence
period is over, and that may well see the speeds increase with those like
you that are a decent part of a km away from the node in total cable 
distance.
