Where, specifically, are you trying to drop them within the Photos
window? 

There are several places that will accept dragged photos, and you can
tell which items accept drags by simply observing the way they highlight
while you are dragging them. If you are relatively new to Macs or
inexperienced, this may not occur to you immediately; but it makes
perfect sense once you make the observation. And it applies to most Mac
apps. 

Here are some ways:

1. Drag them into the "Photos" item at the top of the sidebar on the
left side of the Photos window. You will see it highlight when you hover
over it while dragging. Once it's highlighted, let go of the mouse
button. 

2. Drag them into any album in the sidebar that is not a "smart album".
This includes "All Photos" or any album you have specifically created,
but *not* the special albums: Faces, My Photo Stream, Selfies,
Panoramas, Videos, Screenshots, and Recently Deleted albums.

3. With any album (or the top-level "Photos" item in the sidebar
selected, drag them into the big area on the right side of the window to
add them to that album.

4. Drag them into the Photos icon on the Dock at the bottom of the
screen (or on the side if you moved the Dock).
