  AFAIK, you got some answer on this, but not a very detailed one.

  Yes, a News Admin can get detailed stats on all newsreader (the
programs, not neccessarily the humans) operations like numbers of posts
read, number of posts posted, number of groups entered/exited, etc..

  If the News Server is configured to need a login, then these stats can
be tied to a particular login/user.

  In my previous life as a - part time - News Admin, I used these stats
to determine which groups (not) to carry, to set (non-)expiry times, to
justify the news server and my time to management, etc..

  N.B. What I described applies to the most common news server software
- INN (InternetNetNews) -, but also applies to most other news server
software.
