fixed the problem now. I checked all the USB drivers and found two that 
looked sus, so I rolled them back, then rebooted, and everything worked. 
ran IObit Driver Booster and it flagged them as outdated and updated 
them to the latest version. obviously then when I first ran it, it had 
replaced them with the wrong ones, because as I've said, I didn't do the 
driver updates systematically.
