Nope. You're remembering wrong. I've used Xcode a long time and remember
well that before 10.7, Apple did not provide a separate installer for
Xcode command-line tools. Apple's first stand-alone command-line tools
installer was released in 2012, after 10.7 was released. You could not
easily install them separately on earlier systems.  

You could fuck around with the installer to force it to install on
earlier systems though:
