No, they need not. In general, everyone can open and read *some* *part* of the special file. After all, there is also a file offset associated with an open file, so reading from offset 0 may be forbidden, reading from (let's say) offset 0x1000 may be OK (agreed, this will not be the case here). Sometimes the permissions are set by one kernel component (i.e. the one which creates the node) while the access is implemented by another component which has some stricter rules, e.g. due to SELinux. The actual permissions may even vary with runtime configuration. Josef PS Please restrict quoting!
