The discussed solution in dracut:
https://github.com/dracut-ng/dracut-ng/pull/2369

In case this patch is applied in dracut, autopkgtest-build-qemu should
set this environment variable during the build:

DRACUT_EXTRA_ARGS=--no-hostonly
