Any library from outside the implementation cannot use reserved
identifiers without invoking undefined behavior, any more than ordinary
user code can do so. In practice, third-party code can (probably) get
away with using reserved identifiers as long as there isn't an actual
collision. (A compiler could enforce a general restriction on using
reserved identifiers, but I don't know of any that do so.)
