Unlike Windows and Linux, macOS is -- in terms of windows -- application
centric. It is not going to jump you to another application unless you
specifically say you want to go to that application (or quit the app you are
in). This is possible because macOS has the ability to have document focused
apps be open with no application at all. In short, macOS separates things that
Windows and Linux do not:

* closing a window
* switching apps
* quitting an app

None of those push the others. If you close the last window in an app you can
still hit Command+N to get a new one. You cannot do that in Windows and Linux.

As I noted earlier, I absolutely get why you would not want this... I know I
tend to think at the document level and not the app level. I think it makes
sense to do so for most people ... though many do think of documents being
"in" an app -- as in not even considering the file system.
