If you are replicating a fig-Forth, then the fig-Forth "standard" is
relevant. Otherwise, it is irrelevant and you probably follow the
emergent Forth20xx standard.

You then end up with the current situation in which STATE is
apparently a  read-only variable. How STATE is changed is an
implementation detail of the Forth kernel.
