A human's ability to make any speech sound declines rapidly after about 18 months (around the time they begin to acquire the local speech). Acquiring two or more languages as child (up to about 12 years of age) improves the odds that one can learn additional languages almost accent-free in adulthood. Emphasise "almost". The IPA has signs for over 400 speech sounds. The typical language uses about two to three dozen phonemes, which explains why alphabets have about two to three dozen signs. Diacritical marks are used to extend the range. All languages also use suprasegmental phonemes, ie, patterns of stress, tone, and juncture, which serve to identify the syntactic and verbal structures, and modify meanings.
