FYI, I looked at this quite long ago. At that time I hunted down a
leaked version which is under a different number:
IS 14692-1 (1999).  IS == Indian Standard.

I see that this can still be found.

The document does not mention "literal".

You will likely agree with my observation that the document is rather
short, and lacks substance.
