Of course it appears. Your message specifies an encoding of iso-8859-1 
and ¦ is an ordinary ISO 8859-1 (Latin1) character, so it appears 
correctly everywhere in standards compliant e-mail clients, just as 
the Pound sign (£) does.

In contrast to a claim made earlier in this thread, there is no 
general problem with characters > 127 in e-mails. There is only a 
problem with characters in the range 128-159 because these are not 
printable characters in ISO-8859. Acorn Latin1 has some useful 
characters in that range (e.g., the sexed quotes and the Euro sign), 
but these codepoints cannot be used in ISO-8859-encoded e-mails. 
Still, most e-mail clients allow you to use them, but there is no way 
to predict how they will be displayed at the other end.
