Not only in the USA. It works that way in the UK as well, and, I 
suspect, in most advanced countries. Until surprisingly recently 
(1950s, I think), the USA didn't recognize copyright in other 
countries. That's why Bela Bartok died in poverty, and why Igor 
Stravinsky had to revise the Rite of Spring after Walt Disney 
plagiarized the original version (in full legality) in Fantasia.

As I said, Stupid Ken, all original works are _automatically_ 
copyrighted upon creation. Registering Muddle Mechanics with the Library 
of Congress was unnecessary because who is going to be stupid enough to
