The GPS uses many atomic clocks itself and is designed to track earth based atomic clocks producing GPS time, which does not attempt to track our wobbly earth's rotation. If you want that, you want UTC, but even that tracks atomic clocks with an occasional jump (leap second) to correct for earth's wobble.

These days, time is tracked by atomic clocks and UTC is used as the basis of all timezones/normal clocks.
