This is similar in ALL contries, because the populace is composed from 
individuals with intelligence above and below the mean intelligence.

Both groups are of roughly the same in size, hence one half is below the 
mean average (in whatever attribute you like to calculate averages).

Well, that is a VERY bad idea, because one half is actually above the 
average.

Well, that's actually wrong because 'inflation' means the first
