Yes!
I had to read about the citizenship in the German Empire and found, to
my surprise, that Germany was in fact a 'Federal Monarchy', very similar
to the UK.
The Union had no own citizenship, but the 25 states had, which were
united to that union.
The citizens were registered shortly after birth and inherited their
citizenship from their parents (not from the place of birth!).
But all citizens of all states were free to move around in Germany and
had equal rights everywhere.
I would guess, that after moving from Hamburg to Berlin, you would need
to change citizenship from 'Hamburgian' to 'Prussian'.
In this case you need to register in Berlin and renounce Hamburgian
citizenship once you become a Prussian.
Imho this was quite a strange construct, but was, nevertheless, how
things were in the German Empire.
It would be like if in the USA you were e.g. citizen of Maine or West
Virgina, but could move around and become citizen of California, for
instance.

Well, after WWI Germany had a different constitution and I think, they
changed to German citizenship then. But actually I don't know (must look
that up, too).

I don't think so, even if Prussia was the largest of these states.
The 'driving force' was imho France, as the German Empire was founded in
Paris, was its laws were based on 'Code Napoleon' and its units based on
the French metric system.

The loss of citizenship of any partial state meant also the loss of
federal citizenship.
But as I know Germans, they didn't allow to give up one citizenship in
the German Empire without aquirring another.
E.g. if the Einsteins moved from Ulm to Munich, they would get Bavarian
citizenship and had to renounce the citizenship of Wurtemberg.
That must have been common pratice, because there existed no German
citizenship. Therefore any citzen had to become citizen of one of 25
states, but of only one. And: any citizen was allowed to move around and
obtain a new passport 'abroad'.

The idea of the German laws is, that citizenship also included the
obligation to fight for the country in case of a war.
If people had dual citizenships, they could eventually had to fight for
both sides or had an option to avade fighting entirely.
Therefore dual citizenships were illegal in almost all of German history.
It is only possible in relatively recent times and most Germans are
still not very happy with this option.
E.g. there is a possibility of a war between Germany and Russia or Turkey.
(Not very likely, but still possibilities.)
In this case ethnic Russians or Turkish had to fight against their own
country. But in case of dual citizenship they could decide, whether or
not they like to fight at all.
