A possible "practical solution" for an actual "halt decider" might be something I will call a semi-halt-decider here.
The latter allows for 3 answers (return values) when called:
H(P, d) -> 1 "P(d) halts"
H(P, d) -> -1 "P(d) doesn't halt."
H(P, d) -> 0 "Don't know/can't tell if P(d) halts or not"
Such a semi-halt-decider might be able to determine _the correct_ answer (1, -1) for a big class of casses. On the other hand, it would always have the possibility to "give up" (for certain cases) and anwer with 0: "Don't know/can't tell" (and this way be able to avoid INCORRECT ANSWERS concerning the actual behavior of P(d)).
Consider 3 cases:
D(X):
return X
D(D) halts, and H(D, D) should return 1. (Otherwise it would be a rather bad semi-halt-decider ).
E(X):
1: goto 1
return X
E(E) doesn't halt, and H(D, D) should return -1. (Otherwise it would be a rather bad semi-halt-decider ).
F(X):
1: if H(X, X) == 1 goto 1
return X
If F(F) halts or doesn't halt depends on the answer of H(D, D).
If H(D,D) would incorrectly return 1 ("D(D) halts") then D(D) would not halt. If H(D,D) would incorrectly return -1 ("D(D) doesn't halt") then D(D) would halt.
So a semi-halt-decider should indeed return 0 ("Don't know/can't tell if D(D) halts or not"). In this case D(D) would halt, but the answer of H would at leat NOT BE INCORRCET (concerning the actual behavior of D(D)).
On the other hand, a different semi-halt-decider H' MIGHT be able to determine the correct answer in this case: H'(F, F) -> 1.
So it might be a good strategy, to apply a chain of semi-halt-deciders H_1, H_2, H_3, ... Starting with H_1, apply H_(n+1) if H(n) returns 0. Terminate if for some k e IN: H_k rerturns 1 or -1.
