Hint: Either D(D) halt's or doesn't halt.
If your alleged "halt decider" is able to determine that correctly (in finitely many steps), then your alleged "halt decider" is able to solve the open problem (concerning the Goldbach conjecture).
Did you write such a program?
How does it perform this feat?
Can you post its algorithm?
