Charging cables without any data wires are a thing with legacy USB, but
modern USB-C cables always include the USB 2.0 (480 Mbit/s) TX/RX
wires for Power Delivery (PD) negotiation, or they are not compliant.
The distinction between "data" and "charge-only" cables in USB-C is
whether there are additional wires for multi-gigabit speeds or only
the legacy "high-speed" capability. OTOH, many phones still only
support USB 2 speeds, so a thicker and more expensive cable does
not bring any additional benefits for data transfer.
