Per MSE intendi Windows Defender?
Sul mio PC è disattivato (credo per il semplice fatto che c'è un altro 
AV installato).

Se è disattivato non dovrebbe entrare per niente in funzione... o sbaglio?

Hai maggiori info riguardo questo "BUG"? Magari qualche link...
