J'ignore complètement ce qu'est Irprops.lib, et je n'ai aucune 
compétence en build Windows, cependant je voit que pybluez a publié des 
wheel pour Python 3.7 [1] pour Windows 64 bits, si tu utilise donc un 
Python 3.7 plutôt qu'un 3.9 tu n'auras pas besoin de compiler du tout, 
donc pas de soucis.

Sinon l'erreur importante semble être :

 > impossible d'ouvrir le fichier en entr‚e 'Irprops.lib'

reste à se renseigner sur cette lib manquante.
