Kann das Umfeld der Erde als IS angesehen werden?

Das Umfeld reicht z.B. 50 000 Km, bezogen auf den Erdmittelpunkt, also 
ein kugelförmliches ECI. (erdzentriertes Inertialsystem).
In diesem Bereich laufen Signale, bezogen auf dieses IS, mit c
