No it isn't. That is nothing more than a self-reinforcing old wives'
tale. People *think* that it's a high barrier because they are told, by
other people, that it is a high barrier; and they in turn continue to
circulate the received wisdom to others. The reality is that there are
at least four different ways to get a set of POSIX/POSIX-like file
utilities on Windows, one of which is provided, free of charge and
integrated into the operating system as a fully-fledged POSIX
personality, by Microsoft itself.
