Probably not too bad as long as they stick to Santa Clara County. Remember the Cal DMV is just up the road in Sacramento. Not too good if they head over I-80 over the Donner Pass through Truckee to Reno, or CA-50 to South Lake Tahoe in the thick of a Sierra storm. They are hinting at a "disused" (Where did they come up with that word?) military base. I can't see the Presido or Hamilton AFB as likely candidates, but the old housing complex at the now closed Fort Ord near Monterey could be a possibility. "Mythbusters" has used those abandoned Fort Ord streets for many a Mythbusting show. That is a pretty good guess. However, there is no mention of parnership
with Apple, actually there is no mention of Apple at all. Right now it
seems that Contra Costa County (CoCo County for locals) is soliciting a
collaborative parnership with anybody. They need the facility to start
churning revenue.
So, we really don't know, unless there is something you are privy to
and are not telling us.

Apple didn't rent the auditorium for its keynote. It was some other company that did. So I suspect if Apple needs some private facility to test its stuff, it would be rented thorugh some shell/numbered company so that it isn't obvious it is done by Apple. I saw cars being test driven in the middle of Australia. chatted with the drivers. All identifying markes are removed from cars so you can't know who the manufacturer or name of model is. I suspect Apple would do the same. It may even make a dummy car body that generically fits on the car frame and gives it a very generic look during the development of the software. The only way to spot it would be from Apple is that the guy woudl pay for gas with an iPhone instead of Android phone :-)

Apple doesn't have to give up any more secrecy than it already does with other products. The initial tests will be done on private property, so don't require any publicly accessible legal paperwork at all. Later tests on public roads will require potentially publicly accessible legal paperwork to get permission, but that could be filed by a spin-off company with no known / findable connection to Apple.
