I think it's a *good* feature that I can tell the OS what to do when I
mount an SD card, and that I only have to do that *once* for each card I
use. I suppose it might be nice to be able to tell it to do it for *any*
card; but since I don't use many cards, that's not a big deal to me.
When I insert a new card, I can easily tell it what to do then.

That's not what you said, but you're certainly free to state your
opinion.
Also, like I said, you are perfectly free to delete the Photos app from
your system since it's *your* computer.
