You can do that in Image Capture, and there is a check box in Photos so 
that a USB connected device, Phone, camera, or SD/CF card is not used. 
However, with SD/CF cards if they are fresh, or reformated, Photos 
treats them as if they are a new, previously unconnected device, and 
Photos will open/autolaunch. Then you have to go through the PIA 
uncheck procedure all over again.

Photos is without doubt one of the most unwelcome, annoying apps Apple 
has ever foisted on users, I am just not sure of the consequences to 
the system if it is obliterated from existance, as I would prefer.
