Yes, but it handles one size. The GIMP one handles multi-sized ones and, I
think, has some other benefits. It is one of very few areas where GIMP
actually has a benefit over Photoshop. Does not mean Photoshop is not
overall the better choice. Just some of the things I value about Photoshop
over GIMP:

* Smart Objects
* Adjustment Layers
* Multiple types of masks / multiple masks on one layer
* Better selection tools

For a long time layer sets were also a benefit, but GIMP *finally* added
those... and now even has multiple levels of layer sets. Lots of other
less-often used (by me) tools are in Photoshop, too.
