The point of the question is, some of us don't want to use iPhoto or 
Photos under any circumstances.

An SD or CF card formatted in a camera will be recognised as a "device" 
by Photos. Import options must be disabled/unchecked at least once.

When using Lightroom, loading an SD, or CF card opens the LR import dialog.
