I have never used El Capitan's Disk Utility, but it looks like the first partition (on the right) is the one selected (blue).

That and subsequent dragging attempts seemed to have created more partitions. Not sure why that happened. Still no joy when I select a different partition. "-" is still greyed out.

Try unmounting the two partitions on the drive first, then see if it will let you delete the partitions and create a new one. [Side note: this is the first time I've looked at diskutility since upgrading to El Capitan. Yowzah did they ever iTunes it up! Do I really need the disk utility to tell me how much of my harddrive is audio/video/other? Nope.] Good Luck, Jerry
