And if all this is too hard, here is another way to get the text: 
include it in the screenshot by putting an open clipping of the text 
under the bit of the rectangle of the screen being captured.

Not necessarily. He hasn't answered yet whether the photos and notes
need to be in a downloadable document.

I hand-code my own website. What will be the easiest way for Ant
depends on who his ISP is. Most of them offer very simple ways to
make web pages these days. I have no idea what his options are,
but they almost certainly exist.

Well, maybe ISP or other access he has to present web pages (like a 
hosting plan unrelated to the ISP, there are lots of cheap and even 
free ones).

It does not come easier than ftping an html file to a server.

No, but first one has to CREATE the HTML file. I haven't gotten
the impression that Ant knows how to do that, so he'll (?) want
a site that guides him through that process. Most ISPs these
days offer such help, in addition to hosting the finished site.
And as you noted, there are non-ISPs that also offer websites.

But we still haven't heard back from him on exactly what he's
trying to accomplish, and therefore whether he needs downloadable
documents or would do better putting the images on a website.

Pretty much no ISP these days even advertises that you get webspace,
and in most cases it's a relatively tiny amount of space that also has
to store your emails. 

That's largely to do with the fact that almost nobody bothers to make
their own websites any more - they all use things like Facebook,
Blogspot, Wordpress, etc. instead. It's the same reason why Apple
stopped making the iWeb software for creating websites.

Also iWeb was grossly outdated. Wish Apple would buy out Weebly or some such

Aye. Even though I know some basic HTML, I've not coded anything in
years. There just isn't any point given my modest needs and the far more
elegant solutions online. I'd suggest to Ant if he wants simple photos
and text online, to use a service like Tumblr or Flickr.

Or, if all of them have iCloud accounts, just use the Sharing feature
built into Photos. You create a shared album in Photos and the people
you specify get invitation emails and see the photos in their own Photos
apps on all their Apple devices. We use that a lot to share photos with
friends and family and find it very simple and handy.

Sure, there are heaps of decent solutions, many offering privacy
controls if one wishes to limit access. Imgur is another service I
frequently use, usually just to throw up an image I can then link to
from elsewhere, long term. But it has albums and you can edit text
titles and descriptions.

Which is what in the first place I thought he did not know how to do. 
Anyway if he needs help on this, he can be supplied with a simple 
template where all he has to do is type the text he wants under a 
picture and load both pic and html text file up to server.

I guess that would do. Or some valid HTML instead but along similar 
lines. Good for shortish text captions. If the text is wider than the 
pictures it would get ugly. 

To cover such problems, a knowledge of the dimensions of the pics 
would be helpful and then provision could be made to style so that the 
text stays within the width of the pictures (mostly a better look)

In the actual situation, the styling could be quite a show-stopper for 
someone unfamiliar with this stuff. I guess it will be trial and error 
to find this subscriber some gold.
