i Have Mac Mini Fall of 2012
i5 Duo 2.5 GHz
4GB of pc1600 RAM
500 GB HDD

Is Mac OS X v10.11 El capitan really faster than 
Mac OS 10.8.2 Mountain Lion it came with, or it's mearly faster than either Mavericks or Yosemite,


Should I split HDD to 2 partitions of 250GB each,
and Re-Install Mt Lion & El Capitan, one in each Partition?
or have just El Capitan?

Mt Lion have Open GL and Aqua, so does Mavericks and Yosemite,
but El Capitan replaced it with Metal API.

I'd put as much memory as you can into that machine.  16GB is the most 
it will hold.  4GB won't be enough, IMO.

4GB under 10.11 will be better than 4GB under 10.8, so if 4GB is fine
now, it will be fine.

Yes, *I* would max the RAM (and did on my 2012 mini) but moving up to
10.11 doesn't require more memory.

Generally no - but OS related graphics rendering for most operations has 
been offloaded to the GPU relieving the CPU of that load.  In that sense 
you get some speed improvement.

IMO you'll be fine with 10.11 alone.  We're running 10.11 on an MBA here 
with 4 GB of RAM with no issue.

You could consider updating your HDD to SSD some day (no urgency) and 
increasing the RAM as a longer term life extension to that Mac Mini.  No 
urgency to do so.

Not so much replaced as offloading rendering to Metal and the GPU.

i have Mac Mini 2006 Core Duo with 1 GB RAM
slow as molasses, unresponsive,
going back to Mac OS 10.5.8 Leopard,
i added 4 GB RAM (2x2G)
bit it's still tepid,
